Announcement from the Charter Township of Shelby:
Following
the finalization of an independent structural engineer’s inspection of a
bridge on Shelby Road just north of 22 Mile Road, the Macomb County
Department of Roads decided to close the bridge Sept. 11 and facilitate a
full fill of the span underneath the bridge with full reconstruction of
a new roadway.
The bridge runs above an old railroad line that led into the former Ford Motor Co./Visteon
plant near 23 Mile and Mound roads. After reaching an agreement with
that property’s current owner, the MCDR finalized a plan to remove the
railroad line and fill the area to facilitate the new road.
“Last week the Macomb County Department of Roads completed an
independent engineering inspection of the bridge on Shelby Road over the
abandoned railroad spur into the old Visteon complex north of 22 Mile
Road,” MCDR Director Bob Hoepfner sad. “The inspection revealed
significant deterioration, and it was determined that the structure must
be closed to traffic.
“We have received permission from the
owner of the old Visteon complex to remove the deck and fill the
structure with earth and repave the roadway and hope to have this work
completed in the next few months,” Hoepfner added. “Since this structure
is located on a County Primary Road, the Macomb County Department of
Roads will cover 100 percent of the project cost.”
Like all
bridge replacement and reconstruction projects on primary roads in
Macomb County, the Shelby Road bridge replacement falls under the MCDR
policy in which the MCDR absorbs all construction costs associated with
the project.
The closure on Shelby Road comes on the heels of
the finalization of an agreement between the township and the MCDR to
reconstruct roughly one mile of 22 Mile Road beginning 500 feet east of
Shelby Road traveling west to Ryan Road.
The 22 mile Road
project is independent of the Shelby Road bridge replacement, and,
because 22 Mile Road is designated a local road, the costs associated
with the reconstruction of the road and a box culvert over the
Clinton-Kalamazoo Canal must be split between the county and Shelby
Township.

Road and access drive closures for seal coating
UPDATE (2:30 PM, Oct 3rd):
The last of the seal coating was applied at 1:00 PM this afternoon. The work was completed early enough that any rain later this afternoon or evening will not negatively affect the coating. The contractor advised us to keep the roadways closed to traffic until 1:00 PM Friday afternoon. This will give the coating enough time to bond to the asphalt surface and resist marking from tires.

DCAM, INC. has scheduled the remaining asphalt seal coating work for tomorrow, Thursday, Oct. 3rd beginning at 8:00 AM (weather permitting). They will be applying seal coat material to the private access drives in front of 6915-7355 North Central Park (Units 1-22), the Walter Ct. stub street and also in the roadway in front of 6958-6980 Lexington South (Units 166-167).
Do not walk on the fresh seal coat unless you first check and confirm that it is dry to the touch, which depending on the weather might take several hours after it is applied.

on Oct. 3rd or risk the possibility that they will be towed or trapped
in their garage or driveway for most of the day and evening.
No parking is allowed on West
Broadway between North Central Park and
Lexington South at any time.
Seal coating cannot be
applied if there is a risk of rain prior to the estimated time that the seal
coating would be fully dried to the touch.
Rain will cause the fresh coating to wash off and congeal into messy
clumps that not only would have to be removed but which could also get into the
storm water system and into our retention ponds.
Therefore, if there is a
threat of rain for Thursday, this work will be postponed and rescheduled for
Wednesday, Oct. 9th. If necessary, an
e-mail blast will be sent out to those on my Manors e-mail distribution list prior
to 8:00 AM Thursday morning, announcing the postponement; the announcement will
also be posted here on the Manors Blog. If there is a chance of rain on Oct. 9th, the same postponement notification
procedure will be repeated.

Upcoming asphalt maintenance work
DCAM, Inc. has recently been contracted by the Manors Condo
Association’s Board of Directors to perform asphalt maintenance work on our
roadways. This work will be performed in
three separate stages over the next three weeks.
Stage 1: On
Monday, Sept. 16, 2013, DCAM will be performing pothole patching using a
compacting roller machine and hot mix asphalt to repair several areas where the
original top layer of asphalt has deteriorated.
These locations are scattered along the private access drive in front of
6915-7011 North Central Park and also in the
roadway in front of 6958-6980 Lexington South.
Parking will not be allowed on these affected roadways
beginning at 7:00 AM on Sept. 16th until after the repair work is
completed. Traffic on these affected roadways will be blocked during the short
period while the work is being performed since the workers will have the
affected roadway blocked with their equipment.
The patches will be able to be driven on as soon as the crew leaves.
The Board of Directors recommends that residents of these
affected units park their vehicle(s) out on North Central Park and to the west
on Lexington South if they will need to use their car on the 16th after 7:00 AM and prior to the completion of
the repairs. No parking is allowed on
West Broadway between North Central Park and
Lexington South. DCAM says that they will likely start this work early in the
morning of the 16th but they cannot promise a start time. In the case of a threat of rain, this work
will be postponed and the Manors Blog will provide an update on when work will be rescheduled.
Stage 2: On Friday, Sept. 27, 2013 (weather
permitting), DCAM will be on-site to clean and fill cracks in all of our roads
and access drives with a hot rubberized tar. No parking is allowed on any street or access
drive that day, beginning at 7:00 AM and expiring after the work crew has
passed by. Each roadway will be closed to traffic during the short period that
the roadway will be blocked by the workers and their equipment. Please avoid driving over the freshly-applied
tar strips for the first half-hour or so to avoid any damage to your vehicle
and/or the tar strips. In the case of a threat of rain, this work will be
postponed and the Manors Blog will provide an update on when work will be rescheduled.
Stage 3: On Thursday, Oct. 3, 2013 (weather
permitting), DCAM will be on-site to apply seal coat material to the private
access drives in front of 6915-7355 North Central Park (Units 1-22), the Walter
Ct. stub street and also in the roadway in front of 6958-6980 Lexington South
(Units 166-167). Parking and vehicular
traffic will not be allowed on these affected roadways beginning at 7:00 AM Oct
3rd and ending at 7:00 AM Oct. 4th. You must park your vehicle(s) out on North Central Park and to the west on Lexington South prior
to 7:00 AM on Oct. 3rd or risk the possibility that it will be
trapped in your garage or driveway for most of the day and evening. No parking
is allowed on West Broadway between North Central Park
and Lexington South. In the case of a
threat of rain, this work will be postponed and the Manors Blog will provide an update on when work will be rescheduled.
This work is the final phase of the asphalt paving project
and is being funded from the Special Assessment that was levied in 2012. Your

Crosswalk Striping
The pedestrian crosswalk striping work will take place during the coming
week of Oct. 1 (weather permitting). Please be prepared to make temporary detours while the striping paint dries. These marked crosswalks will be located at both entrances to Central Park and at various points along the Central Park ring road. This work is the final phase of the asphalt seal-coating project that began in July.
Residents are reminded that, by law:
a) vehicular traffic shall yield the right-of-way to pedestrians and bicyclists lawfully within an intersection or crosswalk
b) pedestrians may not walk in the roadway if there are sidewalks present. If there are no sidewalks, they must walk on the left side, facing traffic.
Furthermore, the speed limit is 25 MPH on all roadways within the Central Park planned unit development - including the Manors. If you are driving faster than that, you may not be able to stop in time if you come to a crosswalk with a pedestrian already in it. We have already had one child hit by a car this year while within a crosswalk and we do not need to have a repeat.
Even though these are all private roads within the Central Park planned unit development, the Board of Directors has the ability to ask the Shelby Township Police Department to enforce our speed limits and traffic control devices. Given the almost blatant disregard some of our residents display for the 25 MPH speed limit and our STOP signs, expect to see a lot of flashing blue and red lights around here in the very near future - just don't let them be seen flashing in your rear view mirror!

Construction equipment south of Genisys Credit Union
You may have noticed the construction equipment that has recently been moved onto the vacant parcel on Van Dyke south of the Genisys Credit Union. I have learned that this vacant parcel is being used as a staging site for the equipment and materials that will be used to construct the new sanitary sewer that will be installed along the west side of Van Dyke from 22 Mile Road south to a point about 1,000 feet past 21 Mile Road (approximately here). The sewer project is expected to take six months to
complete. More information about the sewer project can be found in this article from the July 28, 2012 edition of the Source & Advisor.

Notice of road closures

The seal coating portion of this project is now complete. The only remaining work to be performed is the striping of the pedestrian crosswalks, which will not require any street closures or parking inconveniences. Thank you for your cooperation.

The Central Park Master Association is having a seal coat applied to the asphalt road surfaces of North, East, South and West Central Park Avenues during the week of July 16, 2012. Sections of these roads and intersections will be closed while the work is performed. This work does not include the Manors private access drives that are parallel with North Central Park. On certain days the Van Dyke entrance to Central Park will be closed and on other days, the 22 Mile Rd. entrance will be closed. It will take six Work Days to complete this project.
Here is the full project plan along with an updated map, scheduled Work Days and locations of the road closures. A hard copy of the original plan was delivered to each home prior to Monday, July 16th.
If rain is forecast, the contractor will cancel that Work Day and move it to the next scheduled date, with the remaining schedule delayed accordingly. Below is the latest Work Day schedule, which was revised to add Work Day 6 (to do the northerly portion of what had been planned for Work Day 2). Check back here regularly to see the latest schedule.
- Work Day 1 was completed on Monday, July 16, 2012.
- Work Day 2 was completed on Friday, July 20th
- Work Day 3 was completed on Wednesday, July 25th
- Work Day 4 was completed on Monday, July 30th - everyone must enter and leave via Van Dyke
- No seal coat work planned for Tuesday to avoid interference with the trash collection.
- Work Day 5 was completed on Wednesday, August 1st - everyone must enter and leave via 22 Mile Rd.
- Work Day 6 was completed on Thursday, August 2nd.

New Signs at entrances to the Private Access Drives
"Private Drive - Residents Only" signs have just been installed at the six entrances to the private access drives that service Units 1 through 32 along North Central Park. The Township wanted the developer of the Manors to minimize the numbers of driveway curb cuts along North Central Park so they designed and built access drives to link those driveways to the side streets of Lexington West, W. Broadway, Walter and E. Broadway. These access drives have been provided for the use of the owners of Units 1-32 and their guests and are not intended to be used by others as a shortcut or for parking and standing.
Recently, a handful of people who do not live in Units 1-32 had been using the private access drives to park their vehicles while dropping off and picking up their children from the UCS School Buses. The congestion was impeding the resident's use of the access drive, so in response to their complaints and acting on behalf of the entire Board of Directors, I politely informed those non-residents that they were parking on private property and asked them to please park on North Central Park in the future. Several of them vehemently challenged the right of the Board of Directors to deny them the use of the private access drive, particularly since there were no signs saying they couldn't use the private access drive. Rather than listen to any more verbal abuse, the Board ordered the purchase and installation of the signs that are now in place.
Please let the Board know if you see any non-residents parking or standing their vehicles on the private access drives or using them as a shortcut to get around the school bus stop.

Traffic Study Request

Click on the image at left to read the letter he received back from the Macomb County Road Commission confirming that they will be undertaking a traffic study to determine if traffic signals are warranted at the 22 Mile Rd. and/or Van Dyke entrances to Central Park.
Verification of need is only the first step in the process. If traffic signals can be justified by the traffic study counts, then their purchase and installation must be funded in a future budget before the project can proceed.

Stop and Speed Limit Signs

The signage project was approved at their Nov. 30, 2009 meeting and the signs were installed earlier today.

The "Stop" sign locations were selected on the basis of their proximity to school bus stop and crosswalk locations.
The "Speed Limit 25" signs were placed at the entrances to our community as a reminder that all residential streets have a 25 MPH speed limit.

Traffic Enforcement
At the request of residents along the Central Park ring road, the Shelby Twp. Police Department (STPD) has been recently enforcing the 25 MPH speed limit, which according to Michigan law, applies to all streets within platted subdivisions unless posted otherwise.
The Central Park Master Association Board of Directors is currently studying the installation of "Stop" signs at selected intersections along the Central Park ring road, as well as a "Speed Limit 25" sign at each entrance to the Central Park development.
Please remember that unless you see a sign stating otherwise, 25 MPH is the speed limit on all residential streets in the Manors at Central Park, the other Central Park subdivisions and throughout the state of Michigan.
On a related note, be aware that the STPD is strictly enforcing the law regarding the use of Center Left Turn Lanes. Those lanes may only be used for left turns by traffic already on the road that contains the Center Left Turn Lane. The STPD is ticketing drivers who utilize the Center Left Turn Lane while completing a left turn from eastbound Central Park North onto northbound Van Dyke. According to the Michigan State Police Traffic Laws FAQs, "It is unlawful to use the center left turn lane for a right turn or as a merge lane when entering the roadway." See this sketch that shows a legal and illegal turn onto a road with a Center Left Turn Lane.
