Central Park Master Association Annual Meeting

The 2016 Annual Membership Meeting of the Central Park Master Homeowners Association will be held on Wednesday, May 11, 2016 at the Shelby Township Municipal Building, 52700 Van Dyke.

Sign-in begins at 6:30 PM and the meeting itself will start at 7:00 PM.

Representatives of the Gardens and Meadows Homeowners Associations will be elected to the Board of the CP Master Homeowners Association at this meeting. You will receive a meeting notice in the mail with additional information.

Notice of road closures

Last Updated on Aug. 3rd:

The seal coating portion of this project is now complete.  The only remaining work to be performed is the striping of the pedestrian crosswalks, which will not require any street closures or parking inconveniences.   Thank you for your cooperation.

 The Central Park Master Association is having a seal coat applied to the asphalt road surfaces of North, East, South and West Central Park Avenues during the week of July 16, 2012.  Sections of these roads and intersections will be closed while the work is performed. This work does not include the Manors private access drives that are parallel with North Central Park. On certain days the Van Dyke entrance to Central Park will be closed and on other days, the 22 Mile Rd. entrance will be closed. It will take six Work Days to complete this project.

Here is the full project plan along with an updated map, scheduled Work Days and locations of the road closures. A hard copy of the original plan was delivered to each home prior to Monday, July 16th.

If rain is forecast, the contractor will cancel that Work Day and move it to the next scheduled date, with the remaining schedule delayed accordingly. Below is the latest  Work Day schedule, which was revised to add Work Day 6 (to do the northerly portion of what had been planned for Work Day 2).  Check back here regularly to see the latest schedule.
  • Work Day 1 was completed on Monday, July 16, 2012.
  • Work Day 2 was completed on Friday, July 20th
  • Work Day 3 was completed on Wednesday, July 25th
  • Work Day 4 was completed on  Monday, July 30th - everyone must enter and leave via Van Dyke
  • No seal coat work planned for Tuesday to avoid interference with the trash collection. 
  • Work Day was completed on  Wednesday, August 1st - everyone must enter and leave via 22 Mile Rd.
  • Work Day 6  was completed on  Thursday, August 2nd.
This seal coating project is separate from the Manors asphalt paving project, which is being funded by the Special Assessment that was approved in April.  The Manors paving project will not begin until the Board knows that we will be able to pay the project invoice, which is due 30 days after the paving is complete. Since about half of the Special Assessment money will have been received as of Aug. 1st,  the paving will probably begin around Sept. 1st and the Board will pay the invoice by borrowing the remainder from our replacement reserve account.  The Board will repay the "loan" as the October and November Special Assessment payments are received.

Central Park Master Association Annual Meeting

The Central Park Master Association is holding the Annual Membership Meeting on Wednesday night, April 18, 2012 at the Shelby Twp. Municipal Building, beginning at 7:00 PM.

The purpose of this meeting will be to elect a representative from each of the Gardens and Meadows sub-associations to a new, two-year term on the Board of Directors.  The meeting notice letter you received incorrectly stated in the second paragraph that you could nominate a fellow co-owner for either the Manors or Kensington sub-associations. It should have read that members of the Gardens and Meadows sub-associations may nominate a fellow co-owner to run for a two-year term on the Board.  The enclosed nominating ballot correctly identifies the sub-associations which have the right to nominate their co-owners for this election.

At the annual meeting, members of all four sub-associations (Gardens, Meadows, Manors and Kensington) will be able to cast their vote to elect a representative from each of the Gardens and Meadows.  If you will be unable to attend the meeting, please fill out the General Proxy form you received with the mailing and either mail it in per the instructions or give it to a neighbor or Board member.  This will enable us to achieve a meeting quorum and also allow your designated proxy to vote on your behalf.

Please note that Sgt. Ken Cazabon of the Shelby Twp. Police Department will give a presentation on property crime prevention at the very beginning of the annual meeting.  He says that he will also present some crime statistics comparing the Central Park community with other areas of the Township.

April 20th meeting of the Central Park Master Association

You should have recently received the mailing from Kramer-Triad announcing the 2011 annual meeting of the Central Park Master Association, which will be held on Wednesday, April 20, 2011 at the Shelby Twp. Municipal Building. Sign-in starts at 6:00 p.m. and the meeting will begin promptly at 7:00 p.m.

The Central Park Master Association is the homeowners association for the entire Central Park planned unit development, which includes the Manors and Kensington Condos, along with the Meadows and Gardens single family subdivisions. The Association is responsible for maintaining the Central Park ring roads and streetlighting as well as all of the retention ponds and landscaping in the Community Areas. The Central Park Master Association's 2011 Budget can be viewed here. All owners in the Central Park developments pay $190 per year to fund the Master Association's budget. The Manors Condo Association pays the annual $190 fee for all Manors co-owners from our budgeted revenues.

Each of the four developments in Central Park have the right to elect one representative to the Master Association's Board of Directors. The Board members serve staggered two-year terms and it's the Manors and Kensington Board member's terms that expire this year. I have already been nominated to run again and I believe that Ted McCoy also intends to run again for the Kensington spot on the Board.

All owners in the four Central Park developments are entitled to vote for the Manors and Kensington Board representatives. We need to have at least 35% of all the owners represented either in person at the meeting or by their General Proxy in order to legally hold the annual meeting and election. Currently, there is no other business to be voted on at the meeting, however it is possible that someone could bring up an issue from the floor that could be voted on that evening.

If we cannot obtain a quorum on the 20th, we will have to reschedule the meeting for another date and incur the additional cost of another mass mailing to notify everyone. Therefore, if there is the slightest possibility that you cannot attend the annual meeting on the 20th, please sign and return the General Proxy to Kramer-Triad so it will count towards the quorum. If it turns out that you can attend the meeting, your Proxy will be returned to you at the door when you sign-in.

Development News

  • Aside from the single detached condos being built along Central Park North, there are only two remaining finished condos that have not yet closed and both have binding sales contracts. Unit 33 on Lexington West is scheduled to close on April 26th and Unit 103 on Watling is scheduled to become the 106th closed unit sometime in May. Once all of the 14 single detached condos on Central Park North are built and sold, the Association will have a total of 119 units. The developer does not plan to build any of the remaining 47 units until the market for duplex condos improves.
  • The 22 Mile Road rezoning that I posted about on Feb. 22nd is nearing final approval. The rezoning and special land use request for a skilled nursing care facility has received a recommendation for approval from the Shelby Twp. Planning Commission. The Shelby Twp. Board of Trustees will hold a Public Hearing and make a final decision on the request at their May 4, 2010 meeting. More information can be found on this web page (scroll down to the bottom of the page for the latest news).   • Lombardo Homes is planning to ask Shelby Twp. officials for permission to build single-family homes instead of clustered condos on the Kensington Phase 2 parcel that is located south of Central Park North and east of Central Park East. Greg Windingland of Lombardo Homes explained their plans to the Central Park Master Association Board of Directors at their April 5th meeting. At the Board's suggestion, Lombardo will hold an informational meeting on May 11, 2010 to present their plans to all Central Park residents prior to any public hearings. I have prepared this web page that explains the information Greg presented on April 5th and the concerns that the Board shared with him. Traffic Study Request

The Central Park Master Association recently contacted Glenn Wynn, the Shelby Twp. Planning Director, to enlist his aid in requesting that a traffic study be performed at the two entrances to the Central Park community.

Click on the image at left to read the letter he received back from the Macomb County Road Commission confirming that they will be undertaking a traffic study to determine if traffic signals are warranted at the 22 Mile Rd. and/or Van Dyke entrances to Central Park.

Verification of need is only the first step in the process. If traffic signals can be justified by the traffic study counts, then their purchase and installation must be funded in a future budget before the project can proceed.

2010 Annual Meeting - Central Park Master Association

The 2010 Annual Meeting of the Central Park Master Association will be held Wednesday evening, April 7, 2010 in the Board Room at the Shelby Twp. Municipal Building, which is located at 24 Mile Rd. and Van Dyke.

Sign-in starts at 6:00 PM and the meeting itself will begin at 7:00 PM. It is important that we reach a quorum so that we can conduct the election of 2 co-owners to the Master Association Board of Directors.

The Central Park Master Association is responsible for maintaining the common areas owned and used by all four subassociations in Central Park (the Manors, Kensington, Gardens and Meadows). All co-owners of the Manors are also members of the Central Park Master Association and are entitled to attend and participate in the Annual Meeting.

Last year's meeting was our first one and we elected a full slate of four members to the Board of Directors, one from each of the four Central Park sub-associations. They are:

Mike Grobbel, Manors (2-year term)
Ted McCoy, Kensington (2-year term)
Brian Pesola, Gardens (1-year term)
Mike Malone, Meadows (1-year term)

The two highest vote-getters received the 2-year terms (which is the normal length) and the other two received a 1-year term. The bylaws state that except for the first annual meeting, two Board members are elected to a 2-year term at every annual meeting. Therefore, at this and all future Annual Meetings, the election results will never cause a turnover of more than half of the Board.

Since the Board members representing the Gardens and Meadows subassociations received the 1-year terms, the nominations and elections on April 7th are for those two positions only. They may be only nominated by members of their own subassociation (which is why only the Gardens and Meadows are mentioned on the Nominating Ballot), but all members of the Master Association may vote to select the person to represent each subassociation.

The bylaws permit Board members to run for re-election and I strongly endorse the nomination and re-election of Brian and Mike.

Nominating Ballots will be collected during the meeting, after which the two elections will take place.

We must have a 35% quorum of Master Association members either in attendance or represented by General Proxy so that we can legally conduct this meeting and election. If you are unable to attend (or not sure whether you will be able to attend) please read the Annual Meeting notice letter and then fill out the General Proxy form that were delivered to the front doors of Manors units on March 10th (co-owners of leased units should have received their packet in the mail from Kramer-Triad). If you have misplaced your Annual Meeting notice letter and General Proxy form, an electronic version is available here.

You have several choices for filling out the General Proxy form and having it voted for you.

a) write "Board of Directors" if you want the current Board to cast your vote on your behalf. Mail or Fax your Proxy per the instructions on the form, or you can give it to me or a neighbor to bring to the meeting.

b) write in the name of a neighbor who is the designated voting representative for their condo unit and who will be attending the meeting. They will be allowed to receive your blank ballot and cast your vote for you. You may instruct them in advance how you wish to vote or give them permission to cast your votes for whomever they want.

Make sure you sign and date the General Proxy when you complete the form. Call me (Mike Grobbel) at 726-0317 if you have any questions or wish me to stop by and pick up your completed General Proxy. If you submit a completed General Proxy and later decide to attend the meeting, your General Proxy will be given back to you at the meeting and you will be able to vote in person.

Rezoning Request

A rezoning request has been submitted to the Shelby Township Planning Department that would affect an 8.44 acre parcel that is located on the north side of 22 Mile Rd. adjacent to the southeast portion of the Gardens subdivision in the Central Park community.

The petitioner is proposing to have the zoning on this parcel changed from "Industrial" to "Multiple Family". Click here to learn more about this proposed rezoning and the 120 bed skilled nursing facility that the petitioner intends to build there if they receive the rezoning approval.

Board Members of the Gardens and Central Park Master Associations met with the petitioner's representatives on Feb. 17, 2010. The Board Members are supportive of this proposed rezoning, which would restrict development on this parcel to the less intense multiple family residential land use.

Stop and Speed Limit Signs

The Central Park Master Association Board of Directors has authorized the procurement and installation of "Stop" signs at selected intersections along the Central Park ring road as well as "Speed Limit 25" signs at the Van Dyke and 22 Mile Road entrances.

The signage project was approved at their Nov. 30, 2009 meeting and the signs were installed earlier today.


The "Stop" sign locations were selected on the basis of their proximity to school bus stop and crosswalk locations.

The "Speed Limit 25" signs were placed at the entrances to our community as a reminder that all residential streets have a 25 MPH speed limit.

Central Park Commons Area Landscaping Project

The commons area to the south of the West Broadway entrance to the Manors is currently undergoing significant improvements to the landscaping. The red outlined area on this map indicates the location of the landscaping project. Grand/Sakwa, the developer of the Central Park Planned Unit Development, has hired Adams Landscaping to rehabilitate the irrigation system and improve the appearance of the trees, shrubs and lawns in this area.

All residents of the Gardens, Meadows, Manors and Kensington sub-associations will be receiving a copy of this letter from Adams Landscaping that explains the type of work that will be performed and asks for our cooperation while the new lawn gets established. The costs for these improvements are being funded by the developer, not the Central Park Master Association. Upon completion, the Master Association will become responsible for the costs to maintain these improvements.

Here is Adams Landscaping's timetable for this project:
  • Install Meter – completed
  • Repair irrigation – completed 09/21
  • Complete vegetation kill – completed 09/22
  • Distribute homeowner letters – completed by 09/25
  • Begin grading operations, topsoil, seeding – starting the week of 10/05
  • Finish complete project by 10/20

Retention Ponds

The Central Park Master Association (CPMA) is responsible for maintaining the six retention ponds scattered around the Central Park development. Kramer-Triad is the property manager for the CPMA (as well as the Manors) and on our behalf, they have contracted with LakePro of Swartz Creek, MI to maintain the six ponds located on our common property.

Per the contract, Lake Pro services our ponds six times each year, beginning in mid-April and continuing at regular intervals through September (about four weeks apart). During each visit, they chemically treat the ponds to control algae, provide floating and submerged weed control and also apply a blue dye to improve the water appearance.

JUNE 4 UPDATE: The CPMA Board of Directors at their June 4, 2009 meeting authorized Kramer-Triad to amend the contract with LakePro to add two additional treatments for the 2009 season, bringing the total to eight. They also directed Kramer-Triad to inform the Board members via e-mail when LakePro notifies them that they have delivered each treatment.

JUNE 8 UPDATE: LakePro has given us tentative treatment dates for the remainder of the summer. They are June 11, June 18, July 1, July 14, July 27, August 11 and September 3.

Factors that contribute to the rapid growth of algae include water temperature, rainfall and the amount of nutrients introduced by lawn fertilization and waterfowl. While we cannot control most of these factors, we can try to keep the geese population to a minimum. Please do not feed the waterfowl (or any other wildlife, such as the deer). Kramer-Triad has also installed exclusion devices on some of the ponds that will hopefully convince the geese to hang out elsewhere.

Central Park Master Association Board Officers

The newly-elected Board of Directors of the Central Park Master Association held their first meeting earlier this evening. Following their election of officers for the current year, the Board discussed budget issues, items of concern and the process we will follow to complete the transition of control from Grand Sakwa to the new Board. Ryan Dorner was also in attendance, representing Kramer-Triad, the Master Association's property management company.

The 2009 officers of the Board of Directors are:

President - Mike Grobbel,
Vice President - Mike Malone
Secretary - Ted McCoy
Treasurer - Brian Pesola

The Board will meet again in about two weeks as part of their preparation for an upcoming meeting with Grand Sakwa.

Sign-in starts at 6:00 PM and the meeting itself will begin at 7:00 PM. It is important that we reach a quorum so that we can conduct the election of 4 co-owners to the Master Association Board of Directors. If you will be unable to attend, please fill out the General Proxy form that you received in the mail from Kramer-Triad. You have several choices for filling it out and having it voted for you.

Master Association Meeting - April 6, 2009

Manors co-owners will be receiving a second, revised letter in the mail announcing the Transitional Meeting of the Central Park Master Community Association. The letter is being revised to clarify the voting process. Click either link to read the revised letter: PDF or JPG formats.

The Central Park Master Community Association is responsible for maintaining the streets and areas such as the retention ponds that are shared by all four Central Park sub-associations (Manors, Kensington, Gardens and Meadows). A small portion of your monthly Manors Association fee is directed to the Master Association to fund their budget. Kramer-Triad is the managing agent for the Central Park Master Community Association.

The purpose of the April 6th meeting is to begin the process of transferring control of the Central Park Master Community Association from the developer (Grand Sakwa) to the four sub-associations. At this meeting, four co-owners (one from each sub-association) will be elected to Board of Directors of the Master Association, replacing the current Grand Sakwa Board of Directors.

The revised letter clarifies the voting process, which is that each Manors co-owner gets to vote for their preferred nominee in each of the four sub-association elections. Note that only Manors co-owners are receiving a revised letter, the other three sub-associations received the correct version.

I have already submitted my nomination to be a candidate for the Manors sub-association position on the Master Association Board of Directors. Any other Manors co-owner can also be nominated.

The designated voting representative for your Condo unit will be permitted to cast one vote for their preferred nominee to represent the Manors sub-association on the Master Association Board. They will also be permitted to cast a vote for their preferred nominee in each of the other three sub-association elections.

Likewise, co-owners in attendance or represented by proxy from the other three sub-associations will be entitled to vote in each of the elections.

We must have a quorum of 35% of the total homes in all four communities in order to hold this meeting. If you are not sure you will be able to attend, please follow the instructions for submitting your General Proxy, which will be included in a future mailing.
