Electrical outage

Electrical power was lot to some of the units on Watling, Regent and Lexington East this morning from 11:20 am until it was restored by DTE at 12:55 pm. The outage was caused by the bricklayers working at a unit on Watling when they backed their equipment into a transformer in the rear yard.

Minutes of the Annual Meeting of Co-owners 
Shelby Twp. Municipal Building “Board Room” 
Nov. 16, 2016 at 7:00 PM


A) Meeting was called to order at 7:07 P.M.

B) Introductions: Mike Grobbel (President), Ray Swiderski (Secretary), Larry Cybulski (Treasurer), Mike O’Brien (Casa Bella Property Mgmt.)

C) Established Quorum

D) Motion to approve the minutes of the previous Annual Meeting as presented (moved: Heinz Buechel, seconded: Kevin O’Connor); motion passed.

E) Board of Directors Election: (2) openings to be filled via election, 3rd opening has been filled by the Developer (Dominic Geric), per the rights given the Developer in Article IV, Section 1, Paragraph (c) of our Condominium Bylaws.

(3) candidates were nominated from the floor:
      1) Larry Cybulski (moved: Ray Swiderski, seconded: Heinz Buechel)
      2) Larry Norman (moved: Larry Cybulski, seconded: Jan Despres)
      3) Mark D’Amico (moved: Rita Bonanni, seconded: Don Dereadt)

Voting - each ballot could be voted in favor of no more than two of the three candidates

Election results – Larry Cybulski and Larry Norman were the top-two vote recipients and will serve one-year terms on the Board. Dominic Geric (or his representative) is entitled to Board membership as long as he has at least 17 new units for sale.

F) Board of Directors report

2017 budget – monthly dues are unchanged from 2016; planned expenditures are the same except for increases due to (16) more new units; planned expenditures are based on assumption that the Association will be reimbursed for 2016 expenses to repair damages caused by new construction, if not, lawn watering frequency will have to be cut back in 2017.

Conversion from city water to well water for all Manors lawn irrigation – the Board of Directors discussed the cost and savings available to the Association by drilling three water wells and thus eliminating the need to purchase water from Shelby Twp.; feedback from the members indicated that regardless of the savings, they do not want to use well water for lawn irrigation because of the potential for staining of buildings and concrete caused by the high iron content of the groundwater, as evident at the nearby Kensington Condos.

G) Open Discussion – (7) members volunteered their services when needed by the Board

H) Motion to Adjourn the Meeting (moved: Heinz Buechel, seconded: Joel Ozment); motion passed; the meeting was adjourned at 8:59 P.M.

Reminder - Annual Membership Meeting

The next annual meeting of the membership of the Manors at Central Park Condominium Association will be held on Wednesday evening, Nov. 16, 2016.  The meeting will be held in the Board Room at the Shelby Twp. Municipal Building, 52700 Van Dyke. The meeting will start at 7:00 p.m., with sign-in beginning at 6:30 p.m.

Three co-owners will be elected to the Association’s Board of Directors at this meeting.

The meeting agenda, nomination and proxy forms will be mailed to you around Oct. 15th.  If you are not sure whether you will be able to attend, please fill out and return the proxy form so that it may be counted towards the quorum.

Alteration/Modification Request procedure

At their Aug. 25, 2016 meeting, the Board of Directors unanimously approved the following policy for processing Alteration/Modification Requests [this post has been updated to reflect the July 1, 2017 change to O'Brien Association Management].

(A) Prepare and submit your Modification Request by clicking this link and filling out the "Modification Form" that opens at that link.  This form can also be accessed by using the "Modification Form" link at the top of the O'Brien Association Management web site.

(B) all Requests must be filled out completely by the co-owner and any required sketches must also be attached.   

(C) O'Brien Association Management will then
        a. verify that the Request is complete, including sketch (if required)
        b. enter the completed Request into their system 
        c. e-mail copies of the Request to the members of the Board for their review and approval. 

(D) the Board will only review and approve completed Alteration/Modification Requests that are received from O'Brien Association Management.

(E) the Board’s decision will be e-mailed to O'Brien Association Management, who will in turn notify the co-owner and update their unit’s records.


Once the Request has been received by O'Brien Association Management, steps (C), (D) and (E) are typically completed within a couple of days.

Dates for CP Clean-up Day and Garage Sale

The Central Park Clean-up Day is scheduled for Saturday, May 21, 2016. Volunteers are needed to help clean up the debris in the Community Areas. Just show up at the pond near 22 Mile Rd. at 12 Noon.

The Central Park Garage Sale will be held on Thursday, Friday and Saturday, September 8-10, 2016, from 9 am to 7 pm.

Manors residents hereby have written approval from the Board of Directors to place "Garage Sale" ground signs on the common elements during those hours on those dates only.  The signs may not be left out overnight.   "Garage Sale" signs may not be attached to any posts, buildings, trees, etc. and are limited in size to no more than 18 in. by 24 in.   No pennants, balloons, flags, etc. are permitted.  Your garage sale customers are expected to observe our "No Parking" signs and to not block the driveways of adjacent units.

Central Park Master Association Annual Meeting

The 2016 Annual Membership Meeting of the Central Park Master Homeowners Association will be held on Wednesday, May 11, 2016 at the Shelby Township Municipal Building, 52700 Van Dyke.

Sign-in begins at 6:30 PM and the meeting itself will start at 7:00 PM.

Representatives of the Gardens and Meadows Homeowners Associations will be elected to the Board of the CP Master Homeowners Association at this meeting. You will receive a meeting notice in the mail with additional information.

2nd Amendment to Master Deed

Co-owners have received a notice from the Developer regarding an amendment to our Master Deed.

Click here to read about the amended sections.  The most significant impact of the amendments is the creation of multiple phases for our condominium project.  This document shows the location of the new phases. New construction within Phases 2 and up will generally begin in the same order as their phase number.

All currently occupied units will now be part of Phase 1, which includes Units 1-36, 39-40, 45-56, 61-94, 101-112, 123 and 137-167.  As a result of the phasing that is being created by this 2nd Amendment, all units in Phase 1 of our condominium project that are under consideration for a mortgage or refinancing will now meet the federal "Owner-Occupancy Requirements" for warrantable condominium financing.

New Street Light Bulbs

New energy-saving bulbs were installed today in all of our street light fixtures.  These 30 watt LED bulbs replace the 150 watt high-pressure sodium bulbs (shown here) that have been used since our subdivision was built.

The cost of this conversion will be recouped by the energy savings within 2 years time. The LED bulbs also have a life expectancy that is about four times greater than the high-pressure sodium bulbs, which required the use of a separate ballast that also needed to be occasionally replaced.

The new LED lights emit a white light that has a Color Rendering Index (CRI) of 84, as opposed to the 22 CRI associated with the orange light emitted by the high-pressure sodium bulbs.  Bulbs with a higher CRI allow an object's colors to appear more natural to the eye. When compared to high-pressure sodium bulbs, the white light emitted by LED bulbs has been shown to double driver peripheral vision and increase driver brake reaction time by at least 25%.

The LED bulbs look similar to this one and are commonly called "corncobs". 


The following street lights remain out of order due to failed underground wiring:
1) East side of Lexington West, behind 6638 Lexington South
2) East side of Regent, across from 50011 Regent
3) Northwest corner of Watling and Lexington South
4) Southwest corner of Watling and Lexington North

The street light on Lexington West will be re-wired as soon as the weather breaks.  As previously explained here, the other three will be re-wired after all the new construction is completed in that area, which will probably be the fall of 2017 at the earliest.

2016 Annual Membership Meeting

The 2016 Annual Membership Meeting will be held on Wednesday, January 27, 2016 at 7:00 PM. Registration will open at 6:30 P.M.

The meeting will be held in the Shelby Twp. Municipal Building Main Board Room, 52700 Van Dyke, Shelby Twp., MI 48316.

The purpose of this meeting is to elect three members to the Board of Directors for one-year terms was well as to review last year’s accomplishments and plans for the coming year.

You should have already received a notice of this meeting via US Mail, along with a blank Nominating Ballot and General Proxy form.  If not, please contact Casa Bella Property Management at 248-655-1500.

You may use the Nominating Ballot to nominate one or more candidates for the Board of Directors election.  You must obtain the nominee's signature prior to submitting the Ballot.

If you know that you will be unable to attend or even if you are not sure, please fill out the General Proxy form and give it to a trusted neighbor who will be attending the meeting.  By completing and returning your Proxy form, it counts towards the meeting's quorum requirement and you are empowering that person to vote on your behalf.  If it later turns out that you can attend the meeting, your General Proxy will be voided when you register at the door and you will be able to cast your own votes.
