Manors at Central Park Condominium Association

Minutes of the Annual Meeting of Co-owners 
Shelby Twp. Municipal Building “Board Room” 
Nov. 16, 2016 at 7:00 PM


A) Meeting was called to order at 7:07 P.M.

B) Introductions: Mike Grobbel (President), Ray Swiderski (Secretary), Larry Cybulski (Treasurer), Mike O’Brien (Casa Bella Property Mgmt.)

C) Established Quorum

D) Motion to approve the minutes of the previous Annual Meeting as presented (moved: Heinz Buechel, seconded: Kevin O’Connor); motion passed.

E) Board of Directors Election: (2) openings to be filled via election, 3rd opening has been filled by the Developer (Dominic Geric), per the rights given the Developer in Article IV, Section 1, Paragraph (c) of our Condominium Bylaws.

(3) candidates were nominated from the floor:
      1) Larry Cybulski (moved: Ray Swiderski, seconded: Heinz Buechel)
      2) Larry Norman (moved: Larry Cybulski, seconded: Jan Despres)
      3) Mark D’Amico (moved: Rita Bonanni, seconded: Don Dereadt)

Voting - each ballot could be voted in favor of no more than two of the three candidates

Election results – Larry Cybulski and Larry Norman were the top-two vote recipients and will serve one-year terms on the Board. Dominic Geric (or his representative) is entitled to Board membership as long as he has at least 17 new units for sale.

F) Board of Directors report

2017 budget – monthly dues are unchanged from 2016; planned expenditures are the same except for increases due to (16) more new units; planned expenditures are based on assumption that the Association will be reimbursed for 2016 expenses to repair damages caused by new construction, if not, lawn watering frequency will have to be cut back in 2017.

Conversion from city water to well water for all Manors lawn irrigation – the Board of Directors discussed the cost and savings available to the Association by drilling three water wells and thus eliminating the need to purchase water from Shelby Twp.; feedback from the members indicated that regardless of the savings, they do not want to use well water for lawn irrigation because of the potential for staining of buildings and concrete caused by the high iron content of the groundwater, as evident at the nearby Kensington Condos.

G) Open Discussion – (7) members volunteered their services when needed by the Board

H) Motion to Adjourn the Meeting (moved: Heinz Buechel, seconded: Joel Ozment); motion passed; the meeting was adjourned at 8:59 P.M.

Reminder - Annual Membership Meeting

The next annual meeting of the membership of the Manors at Central Park Condominium Association will be held on Wednesday evening, Nov. 16, 2016.  The meeting will be held in the Board Room at the Shelby Twp. Municipal Building, 52700 Van Dyke. The meeting will start at 7:00 p.m., with sign-in beginning at 6:30 p.m.

Three co-owners will be elected to the Association’s Board of Directors at this meeting.

The meeting agenda, nomination and proxy forms will be mailed to you around Oct. 15th.  If you are not sure whether you will be able to attend, please fill out and return the proxy form so that it may be counted towards the quorum.

Minutes of 2016 Annual Membership Meeting

The 2016 Annual Membership Meeting was held on the evening of Jan. 27, 2016.

Mike Grobbel, Larry Cybulski and Ray Swiderski were each elected to the Board of Directors for a one-year term.

2016 Annual Membership Meeting

The 2016 Annual Membership Meeting will be held on Wednesday, January 27, 2016 at 7:00 PM. Registration will open at 6:30 P.M.

The meeting will be held in the Shelby Twp. Municipal Building Main Board Room, 52700 Van Dyke, Shelby Twp., MI 48316.

The purpose of this meeting is to elect three members to the Board of Directors for one-year terms was well as to review last year’s accomplishments and plans for the coming year.

You should have already received a notice of this meeting via US Mail, along with a blank Nominating Ballot and General Proxy form.  If not, please contact Casa Bella Property Management at 248-655-1500.

You may use the Nominating Ballot to nominate one or more candidates for the Board of Directors election.  You must obtain the nominee's signature prior to submitting the Ballot.

If you know that you will be unable to attend or even if you are not sure, please fill out the General Proxy form and give it to a trusted neighbor who will be attending the meeting.  By completing and returning your Proxy form, it counts towards the meeting's quorum requirement and you are empowering that person to vote on your behalf.  If it later turns out that you can attend the meeting, your General Proxy will be voided when you register at the door and you will be able to cast your own votes.

2015 Annual Membership Meeting

The 2015 Annual Membership Meeting of the Manors at Central Park Condominium Association will be held on Wednesday, January 28, 2015 beginning at 7:00 PM.  Registration will open at 6:30PM

The meeting will be held in the Board Room at the Shelby Twp. Municipal Building, which is located at 52700 Van Dyke, Shelby Twp., MI 48316.

The purpose of this meeting is to elect three members to the Board of Directors was well as to review last year’s accomplishments and plans for the coming year.

If you are unable to attend (or even if you are not sure whether you can make it), please fill out the General Proxy form you received in the mail last week from Casa Bella and give it to the person who will be attending the meeting and acting as your proxy.  This can be a neighbor or any member of the Board of Directors.  Please do not send your General Proxy to Casa Bella.

If you have not already completed and returned the Co-owner Questionnaire form that you received from Casa Bella in early December, please do so as soon as possible so that the Association's records can be updated prior to the Annual Membership Meeting.

  1. There will be a meeting for all Central Park residents on Wed. Dec. 18, 2013, at 7:00 PM in the Shelby Twp. Municipal Building Board Room. Greg Windingland (VP – Lombardo Homes, Inc.), will make a presentation and answer your questions about their plans to develop two vacant parcels that are located south of North Central Park and east of East Central Park.  More information and a map showing the locations of the vacant parcels can be found by clicking here

Minutes of the Annual Meeting of Co-owners
16 January 2013
(unapproved)

A) Call to Order: The meeting was called to order at 7:00 P.M. in the Board Room of the Shelby Township Municipal Building.
B) Introductions: Mike Grobbel (President of the Board) chaired the meeting and introduced Larry Cybulski (Treasurer of the Board), Bhartan Amin (Secretary of the Board), and Ryan Dorner (our Community Manager with Kramer-Triad Management Group, LLC, which is the Managing Agent hired by the Board of Directors).
C) Establishment of 35% Quorum: a sufficient number of co-owners were either present or represented by proxy to meet the quorum.
D) Vote to approve the 2012 Annual Meeting Minutes:  Moved by Gerald De Mara (49847 Lexington West) and seconded by Richard Hall (6803 N. Central Park).  Motion carried unanimously by a show of hands.

2013 Annual Meeting

Our 2013 Annual Meeting is officially scheduled for Wednesday evening, Jan. 16, 2013 at the Shelby Twp. municipal building. Sign-in will begin at 6:30 PM and the meeting at 7:00 PM.

The main purpose of this meeting is to elect three co-owners to the Board of Directors. As of today, only three nomination ballots have been received. Each of the three current Board members have been nominated to run again: Bhartan Amin, Larry Cybulski and Mike Grobbel. Additional nominations can be made from the floor during the Annual Meeting, just prior to the voting.

2012 Annual Meeting

Our 2012 Annual Meeting is officially scheduled for Wednesday evening, Jan. 18, 2012 at the Shelby Twp. municipal building.  Sign-in will begin at 6:30 PM and the meeting at 7:00 PM.

There will be two important elections held that evening. One will be to approve a final paving Special Assessment and another will be held to elect three co-owners to the Board of Directors

Look for an envelope from Kramer-Triad to arrive in the US Mail within the next week or so.  It will contain full details about the time and location of the meeting, plus it will explain the Board of Directors nominating process.

Annual Meeting set for Jan. 19, 2011

You should have received a letter in today's mail from our property management company, Associa Kramer-Triad, announcing details of the upcoming 2011 Annual Meeting of Co-owners.

The 2011 Annual Meeting will be held on Wednesday evening, Jan. 19, 2011 at the Shelby Township Municipal Building. Sign-in begins at 6:00PM and the meeting will begin at 7:00PM. Compared to the meeting room at Utica HS that we have used in the past, this venue is much larger and is available without charge.

It is critically important that we have at least 35% of the Manors units represented at the meeting (at least 59 of the 166 units), either by proxy or in-person. We struggled to meet that requirement for last year's meeting. If you are the least bit unsure of your ability to physically attend the meeting, please sign and return the General Proxy form that will arrive in the mail in early January. You can always change your mind later and attend the meeting in person (your signed General Proxy will be returned to you at the sign-in). Call me at 586-726-0317 if you have any questions about filling out the General Proxy or if you would like me to pick it up from you and take it to the meeting on your behalf. If you prefer to attend the meeting but need a ride, please contact me and I will try to arrange for someone to get you there and back.

As you may have noticed in the letter you received, we will be electing only one person to the Board of Directors at this Annual Meeting. If nominated, I will run for another one-year term as your representative on the Board. It is my hope that the two Board members representing the Carpenters Pension Trust Fund will see fit to hold the Transition Meeting later in 2011, at which time we would elect additional co-owners to the Board and take full control of our Association.

In the meantime, I have submitted a proposed 2011 budget to the other Board members for their feedback and approval. My proposed 2011 budget maintains the 2010 revenue and spending levels. For Units 16-167, the monthly Association fee would remain at $175 and there is another $420 Additional Assessment to pay for Phase 2 of the exterior painting project. The monthly fee for Units 1-14 would remain at $60.

2010 Annual Meeting of Manors Co-owners

The 2010 Annual Meeting of the co-owners of the Manors at Central Park was held on Wednesday night, Jan. 20, 2010.

A quorum of co-owners were in attendance for this meeting, of which the main order of business was to elect one co-owner to the Board of Directors of the Manors at Central Park Condominium Association.

Michael Grobbel was the only co-owner who was nominated for the position and he was unanimously re-elected for a one-year term.

During the meeting, I mentioned that the Board will be soliciting quotes from multiple painting companies as the first step towards initiating an exterior repainting program. I explained that building exteriors typically need to be caulked and repainted every five or six years to keep up the appearance and avoid deterioration and that if the Board did not take action soon, we would be risking even higher costs down the road. We have 46 units that were initially painted during 2004 and this will be the sixth year of exposure to the elements for those paint jobs. 48 more units were initially painted during 2005 and 2006 and there are another 11 that were first painted in 2007. Here is a list of all units arranged in their approximate construction order.

The consensus of the co-owners in attendance was that they felt we should not delay the start of the repainting program beyond 2010. Rather than increase the monthly association fee and fund the repainting out of the operating budget, I explained that the Board would prefer to levy a Special Assessment to pay for this work. More information will be forthcoming once we have competitive bids in hand and have a realistic estimate of the cost.

At the meeting I also mentioned that myself and several other co-owners recently had cellulose insulation blown into our attics to bring them up to R-49. I have received my first gas bill and after comparing it with a neighbor's bill, I've calculated that my gas consumption has been reduced by about 20%. We received estimates from three different suppliers and went with Ace & Sons Insulation.

2010 Annual Meeting

Annual Meeting of Co-owners

The 2009 Annual Meeting of the co-owners of the Manors at Central Park was held on Wednesday night, Jan. 21, 2009.

A quorum of co-owners were in attendance for this meeting, of which the main order of business was to elect one co-owner to the Board of Directors of the Manors at Central Park Condominium Association.

Michael Grobbel was the only co-owner who was nominated for the position and he was unanimously re-elected for a one-year term.

Following the election portion of the agenda, Mr. Richard Sable was permitted to speak on behalf of the revised site plan proposal for Lots 1-15 that will be submitted to the Shelby Twp. Planning Commission by Lombardo Homes.

Reminder - two meetings this week!

UPDATE - Jan. 19th

The Lombardo agenda item has been withdrawn from the Tuesday night meeting of the Shelby Twp. Board of Trustees.


On Tuesday night, Jan. 20, 2009 at 7:00 PM, the Shelby Township Board of Trustees will hold their regular meeting in the Board Room at the municipal offices at 24 Mile and Van Dyke. During agenda item #7 in the "Planning Commission" portion of their meeting, the Board is scheduled to make a decision on the request by Lombardo Homes to build two-story units on Manors Lots 1-15 instead of ranch style units similar to what is already built to the west along North Central Park. During this agenda item, the petitioner as well as the public are invited to speak on this matter. I intend to speak and present the survey results (see the prior post, below). Please join us at this meeting, even if you do not wish to speak.

The following evening, Wednesday, Jan. 21, 2009, the Annual Meeting of the Co-owners of the Manors at Central Park will be held at Utica High School, in Room 160 (park and enter at the rear of the building, the room is on your left just inside the rear entrance). Registration begins at 6:00 PM and the meeting will start promptly at 6:30 PM.

In order to legally hold this meeting, we need at least 35% of the co-owners to be in attendance, either physically or through their proxy. Failure to attain a quorum will cause us to have to re-schedule the meeting. If you cannot attend, please fill out the General Proxy form you received in the Jan. 7th mailing and send it to the meeting with a neighbor or call me and I will pick it up from you and take it to the meeting.
